Syntax: racial web <target>

This racial functions similarly to the spell of the same name. As an
innate function it is easier to land but will be exhausted for a short
time when used.

It also provides complete immunity from webs cast by enemies. Psions
who have this ablity have been known to incorporate webs into
helping them catch their own weapons.
