find Goldmoon, south of the Category:Town Of Solace. From there you will need to explore and find 3 crystal walls behind waterfalls. Each wall will have a key. Once you have all 3 keys unlock a hidden north in one of the crystal rooms. The belt waits for you in a chest there.
