Directions: Lake of Tears is west of Icewolf. Once you are in the area you can track ouroborus. There are 3 ouroborus', 1 in each of 3 rooms. The ouroborus in the last room has the tail. Warning, these mobs hit hard, and will spell during battle, which can be nasty for low heros.
