First, you need to find the insane man (crazed lunatic) in Midgaard.

Kill him for the scale of justice, who you then give to the flowing wizard in Midgaard.

Now, continue north till you reach Zan and Jayna, who have the Medallion of Justice. There is a regen room east of the Warrior Chieftan.
